Tengu are either basement dwellers (except their basements are on mountain summits), complete dickheads, or animals. They do have a society of sorts though but not much politics and a lot of "How can we cause maximum annoyance with minimum effort" competitions and partying.

On the other hand some kitsune are pretty apt in human affairs and can handle human politics just fine. There's also the serve Inari shit some of them do.

As for me, keukegen would be fine.
