I think it has to match the personality, honestly. With how strange and even sometimes silly Yukari is, I would expect her to take a somewhat serious stance on the "I am seventeen" issue. I think it fits her character to act like that casually, and when in more serious situations she locks in. On the other hand, I see hags like Eirin and expect them to almost always act with the refinement of their age. With how diligent and knowledgeable Eirin seems, I would expect this from her. Though, an occasional charisma break or momentary slip in these kinds of hag is what makes me smile most.
So I think I'm going with the haggy hags.
