I don't think her heads are mentally separate, it's a gestalt. She just likes pretending they're different for fun. I also like to imagine that it effectively octuples her processing ability, making her not necesserily smarter, but better at handling large amounts of data.
Also, she must be really good at hairdressing.

Maybe it's kinda like how octopi have a more distributed brain than humans, with each tentacle being a kind of brain of it's own. The different heads could have not only their own perceptions, but also represent different aspects of Sekibanki's personality. Humans go through different emotions and fit into different social roles depending on the situation. Maybe in Sekibanki they are all present at once, somehow.

It was a cozy morning without anything important planned, so I chose to sleep through it and enjoy being the laziest person alive just for today. It was not meant to last, however.
"Hey..." someone whispers into my ear and I open my eyes to see a severed head mere inches away from my face, blood dripping from its neck, lips stretched into a terrifying smile. I smile back.
"Didn't get me this time," I say smugly and her expression slowly turns into a frown.
"Oh, come on," she says with irritation, "I haven't tried this one before!"
"You've been trying to scare me every other day for a whole month now," I remind her, "You can't expect me to still be afraid."
She looks at me, narrows her eyes but ultimately gives up with a sigh. "Oh, whatever." She gives me a gentle headbutt, "Get up already! Aren't humans supposed to be creatures of the day? You're a disgrace to your kind!"
I smirk at that and get up, rubbing my forehead. "Funny you should say that," I tease her, "What kind of creature of the night are you, visiting me in the morning?"
"That's because we, youkai, don't need the night to make you scream in terror!" she grins again, feeling very full of herself.
"You sure? Doesn't seem like it worked out for you. Maybe you should stick with the night after all?"
There's a tense pause. "You don't want to see me at night, human," she says eventually, giving me a somewhat threatening glare. It only lasts a second before the smile is back on her face though. "Anyway," she continues cheerfully, "I'll be waiting for you at the same place, so don't be late!" With that the head flies off and out the window, leaving me with red-stained sheets to clean.
Sigh...I really wish she'd stop sullying my stuff with blood like that.
