The legislation in Britain is very, very, different to the Three Strikes law. Three strikes will be an intended consequence of it down the line, but it will also lead to far, far worse things. Not being able to find free movies/anime/VN on the internet, whilst being a blow to me, are small compared to some of the things which could come to pass from this.
Websites could be invisibly filtered without any oversite, proxy services like Tor, and the like blocked. We could end up on a cable-TV like system for the internet, with only access to a small selection of sites, having to pay extra for access to a wider range, or for free access (which would of course be later revoked, since the majority wouldn't use that, they wouldn't care). Since most people don't use the internet for anything other than browsing, ports and traffic types could be heavily restricted, under the guise of fighting piracy and child porn. At first they'd still have to allow online gaming protocols through, SSH, VPN and a few other scattered protocols in order to limit outcry to a scattered through, and you'd be able to sneak some free protocols through through this mess, but sooner or later they could easily clamp down on that under either a scare of violent gaming or addiction to online games, and demand that SSH be limited only to people who leave their private keys in the "safe keeping" of government offices, to fight terrorism and paedophiles again. In but a few steps they could whittle down internet access down to just a small white list of sites, with no hopes of connecting elsewhere.

The entire internet is being placed in the hands of one man by this leglislation, and that one man happens to be just about the most corrupt bastard in Britain.

What it comes down to is if there's any point at which the people will stand up against people trampling on their freedoms and privacy.

I don't recall him ever being against it, but he started pushing for it strongly after spending a lot of time on the boats and yachts of rich and powerful figures from the industry. This whole legislation is built on backhand deals.

In any case, Mandelson pretty much has the whole of Labour's inner circle in his pocket. If he asked Gordon Brown to bark like a dog, he'd probably do it. He's managed to push himself back into powerful roles after resigning in disgrace twice. Since he's made himself unelectable he obtained a comfy place in the House of Lords, and despite not being an MP has one of the more powerful cabinet positions. There was even talk of changing the Labour party rules a while back so that he could become their leader without being an MP.
