Local:1 seems to call the drop rate for each possible item drop, which is then multiplied by 100 for the drop rate. So for a 10% drop, it's now 1000. Then it's multiplied by... drop rate value, which is basically 100 but can be up to several hundred if you give every ally a drop rate skill, and is then divided by 100. So it's basically still 1000 again. And then it rolls a d10000 and if hits under 1000, you get the item. That is in fact a 10% chance, I guess?

Encountered a weird issue: I was playing eraNAS latest git pull normally, I'm not sure what I did with my saves or settings but suddenly, any time I would press "conversation" with any character I'd lose between 10 and 100 favor, if "flip her skirt" was a possible option.

Serve Tea/Cleaning (and assisting with any task they do) is pretty reliable, unless you have someone who is an absolute brick wall. I guess it depends on how much you consider "a lot" because you can usually get one character within an ingame week. The big exception are people who just give 0 Trust and maybe even negative favor; those needed to wait until I got [Charming] and/or [Mysterious Charm] and even then, I got to sex friend well before I started getting Trust regularly.

Same advice. Serve Tea, Cleaning, use Time Stop and Carry to another room when the current one is fully clean, and continue. This builds up Favor and Trust pretty reliably.
Conversation tends to just bump Favor (which is far easier to raise) and it peters out after a few attempts the lower your Speech skill is.
If she's doing something, they use the Join action. Go help her with work to boost the numbers easily.
Once she gets up to ~800 Favor and maybe 150-200 Trust, she'll open up to the Lead Around for most of the day. You can run her around a lot easier that way, including doing some actions on your own and have her join in.

You can also start using Skinship and the other actions when you're leading her around, hoping to get her to push you down and hand over consent. This depends a lot of the character, how much they enjoy this or get upset by it. Lap Pillow/Headpat/Embrace tend to be "safe" to use on a character, all the various Caress actions and Kiss (if you haven't kissed her yet) will generally piss her off and get negative Trust if you try it.
