There's some zoomer culture to dress like a hobo, and enough women that do the cosplay thing to make note of it. But I'd also say that most people are fashion conscious too. That meaning the vast majority of people don't just throw on whatever; they are very intentional about what they wear.

Not that anon, but both of these things can be true at the same time. "that far from" is not an objective measure. Relatively speaking and from my perspective, the deviation between what I would call the average gravure girl and what I'd qualify as the average Japanese girl is not that large for their physical looks (in my opinion).
