Aya is canonically the fastest touhou. Youmu isn't fast at all.

Compared to the humans excluding Youmu, then yes she is.

Youmu's theoretical max speed should be somewhere around a quarter of the speed of light.

It has been noted several times that Aya is fastest in Gensokyo. Sure, there are characters like Sakuya and Komachi who basically break any need for speed/distances, or Youmu who can reach EXTREME speeds for short moments, but when it comes to pure speed you can't beat Aya.

anyway, in some fanon there was a race between aya, youmu and marisa. youmu ran faster than the other two could fly, but she managed to drop halfways.
