Thinking that Nero won't appear in the remake when there are plenty of set-ups for him is just being a troll. In the original Ciel Route Shiki beats up a Roa that just 1v1'd Ciel with pretty low difficulty. He can be scaled directly to Ciel because they boxed seconds before here so that's a shockingly good showing that you can use to put Shiki pretty directly over a "normal" Roa and maybe base Ciel if you want to wank him a bit. In the remake all of Roa's good original Arc route showings come after he has his lightning, which is now his main attack.
