Huh? Yuka is normally found around the Garden of Sun. And recently it has been noted in PMiSS that she doesn't move much from the hill of flowers. On top of that she, unlike Flandre, has control and restraint. She won't attack you unless you threaten her first or disturb her when she's relaxing around the flowers. Or unless you're roughly equal in power to her.

Yuka will make you regret stepping on her flowers with every muscle fiber she rips out of you. Flandre will just splatter you without realizing it.

Most power level charts do place Yuka above Komachi, though. Considering that Yuka's only special power is to make flowers bloom, and Komachi's power could be used to make her opponent unable to escape or strike first by manipulating the distance or something, than this gap must be made up by Yuka's sheer physical strength.

Well, if we divide characters into the "strong" who are physically strong, and the "powerful" who use hax, then characters like Yuka, Suika and Komachi go into the first category while characters like Yukari and Yuyuko go into the second.

I'm not sure where to place Flandre, since her special power isn't demonstrated often, instead opting to portray her as a berserk loli; perhaps she doesn't have the rationality to use it properly?

Anyways it me it always seemed like Komachi and Sikieiki are powerful because of their roles in the natural order of things. Komachi essentially being Gensokyo's death (of a sort) and Sikieki it's local judgement god.

Yuka isn't a god, she's just a bad ass powerful Youkai who obtained the strongest power (Youkai moe!) and just happens to wander around doing whatever she pleases.

I don't mind the idea of Komachi and Sikieiki being more powerful then her, their mentality and position doesn't put them in a position to really to anything to the balance of power. They are natural forces.

Others like Yukari, Yuka and the various gods and immortal beings on the other hand are free to do as they wish towards their own ends with only Reimu to keep them in check. Is it any wonder the red-white is such a bitch? Try dealing with super powered jerks all the time and see how your sensitivity is.

This is why I prefer the 'low-level' characters. I say low-level but they're still stronger than most of the Gensokyo humans.

It's obvious from PoFV that Yuka's power has been retconned from being one of the "most powerful youkai around Hakurei Shrine" in the PC-98 games to remaining extremely powerful, but not god-tier like Yukari and Suika in >>459910

I'd say she belongs to the lower section of A-tier in that chart; strong enough to beat up B-class opponents without breaking a sweat, but defeating someone like Sikieiki or Yuyuko would be a bit of a stretch. If she can't beat up a lazy Shinigami, how do you even expect her to compete on an equal footing with the likes of the Youkai of Boundaries, an oni, and an insane loli vampire?

If I remember correctly, Yuka can be stable and reasoned with to a degree. Flandre on the other hand is a 500 year old vampire with a child like mentality and the strength of a god. Remilia is bad enough, but she can contain herself even if she is selfish. Flandre on the other hand is the kind of person who'll throw a fit if something doesn't go her own way, or will do something because it takes her fancy not fully understanding or caring about the consequences.

If you are polite with Yuka, don't step on any flowers and generally avoid her you'll probably be ok. She probably doesn't even bother with weak people... Flandre on the other hand may try and be grown up like her sister, freak out when she can't get it right and obliterate you. Knowing Anon though perhaps he'll try and go out in a blaze of loli molesting glory.

Hard to say really, as much as I hate power level arguments I think Perfect Memento makes her out to be pretty powerful, though it does seem to put all the game bosses a little higher in terms of danger to people. Yukari's being 'unknown' the other bosses being 'critically high'.

Better to go with personal judgement. A game and world made by a drunk man who can hardly keep up with his own plot is hardly anything to get too serious about.

Yukari's threat level is unknown is because she's such a wild card and only acts in the benefit of Gensokyo. Otherwise she's lazing around or hanging out in the outside world.

Threat level basically translates into how likely they are to attack a human on sight, I think. Which is why most of the entries that have Normal or Average for Human Friendship don't have very high threat levels.
