Misumaru. She feels like very plot relevant character that could expand what we know about Hakurei and setting in a very interesting way, yet ironically she is only character from TH18 that is yet to reappear.

I've noticed that anyone from, or residing in, Hell is basically gone the moment their story is over in the games. Like, they don't even show up in the side-story manga or novels (besides the Oni).

Saki & Yuuma, show up in their games then 19. No significant side-appearances (Yuuma cameos in LE)
Junko & Hectatia, both in Hell. Junko showed for a few pages in Usami Grimoir
Keiki, one of the coolest character concepts, literally hasn't show up again since. Not fucking once.

Even Okina got a chapter in WaHH and Chimata in LE, but Hell's residents get jack shit

I'll divide it into a bunch of categories
Characters that feel like they've still got stories to tell and just seem too important to skip on

Zanmu is set up as quite an important figure to an evergrowing and important part of Gensokyo. It'd be interesting to see interact with other big heads of Gensokyo just to see what they'd have to say to each other.
Misumaru, from what's been implied in regards to her relation to an item as crucial as the Yin Yang Ball. Probably difficult to write since its so tempting to tie her to really crucial bits.

Characters with hints of potential storylines (but they're not quite as likely to be seen and border on "Should be explored in a doujin")

Eternity Larva, for the hints about her being Tokoyo no Kami and how seamlessly she made use of Clownpiece's torch. This can be taken in a lot of directions because the myth of Tokoyo no Kami itself kind of is one giant scam. Larva could be a pretty powerless God, or could live up to Okina's words. Maybe a statement about Gods' relation to faith in a plot where Larva somehow manages to gather faith. Always thought the character was just interesting, although I think she might be a little out of touch for ZUN's current ambitions.
Ran actually got in that trend first, but that doesn't mean I also don't want to see these characters further explored: What were the dancers before being brainwashed by Okina? They supposedly don't remember much and are getting less and less human by the minute, but maybe there could be something to be recovered. I liked the direction Ran went, so I kind of want to see where the dancers were all about, even if it is more mundane than being a former mafioso.

Characters that are arguably ill suited to the shmup genre and would get further recognition in a fighting game spinoff
Saki, despite her 19 appearance, endearing aspects like her finger guns and dialogue in Seiran's story, is still ultimately a horse that kicks really hard. She's made for a fighting game.
Momoyo gives the vibes of someone who's always up for a fight and respects the heroines after she's been beaten in UM. I'm sure something interesting can be done with the shovel and pickaxe combo.
Nemuno, if only for the fact she has a cleaver. Can't exactly find a reason beyond that but I think the character's just kind of neat, even if it makes sense for her not to show up in anything. She's a mountain hag, little reason for her to get involved unless someone enters her turf.
Mayumi and or Keiki. Mayumi was already wonderfully represented in her fight, i'd argue, but she also happens to work pretty well in a fighting game. Whether she sends a bunch of units the opponent's way or gets more physical, I won't mind seeing more of her. Keiki is sort of the same except I don't really see her getting all too physical.

Characters I just find endearing
Futo is very fun. Everyone likes Futo.
From what little we know of Narumi, she seems like a pretty nice girl. If teams are to come back, put her wiith Marisa, why not? Could flesh her out a little.
Seiran is adorable. Her struggle to fit in anywhere and the lengths she's gone in 19 just for a glorified AC is kinda fun. She feels way more down to earth (no pun intended) and relatable than, say, throwing references to modern culture with Sanae or Sumireko.

Homicidal to Lunarians who have Chang'e, but outside of that she's fairly calm and levelheaded. She's just a big drama queen. Popular perceptions of her would make it difficult to write in as most people think of her as "woman literally too angry to die."
Outside of cameo appearances she basically dropped off the earth. Honestly at some point it's not feasible to give every character a speaking role as time goes on since ZUN continuously adds more and more characters. Some get development sure, but the rest of them pop in for a few seconds during their stage, say a one liner, and are never seen again. It's very likely ZUN never planned more for many of these characters besides spellcards and their appearance. Some characters only appear in newer works because the mangaka remembered them and added them in as background scene filler. Koakuma for example appeared all the way back in EoSD and has a couple background cameos and a line about her from ZUN in SCoOW.

Look, anon, I know we're all hoping that 19.5 will be a strategy game where the various factions of Hell field their armies against each other in hopes of controlling as much of it as possible, with it being revealed to be a plot instigated by Zanmu to throw Hell into a perpetual war where she can pull the strings from the shadows, until Hecatia joins in (fielding only herself and a bunch of hell fairies) and crushes every faction and reasserts the status quo, but we all know that ZUN's interpretation of "ongoing story arc" is "nothing actually matters and half of the people that should be involved are forgotten about".

Remember how UM set up a tengu/Chimata conflict that immediately fizzled out because LE suddenly made them friends for no reason?
That's the kind of stuff you should expect from Touhou. Everyone just drinks together and immediately forgets about the conflict because nothing is allowed to have consequences or be even slightly serious.
