How am I supposed to deal with the boss if I have no toukais? Echelon formation and hope for the best? Even with OASW the DDs deal scratch damage on line ahead formation.

Do you have helicopters? Ise/Hyuuga can deal a lot of damage. A CVL with strong ASW equips too. But I'm assuming if you don't have Toukais you won't have these either.
7-4 is very gear dependent, if you have specific equips it's piss easy.

Can you use high ASW planes in place of toukai? I never tried mixed high ASW planes / lbas bombers but when I didn't have any toukai I'd just use stuff like the kartoffel planes and it'd do fine.

I dont have much of anything. I have one helicopter but thats it, no snowflake aircraft for CVE OASW. No Ise class either, which probably hurts for a lot of stuff.
I probably could equip johnston with proper ASW gear but Im afraid of the damage falling short.

prioritize a ship with better asw stats than shigure and put good lbas planes on the boss to nuke the rest that aren't subs, at least with that you can get an A rank. Imo, Johnston would work better as an aaci if you don't have atlanta or isuzu, also you can replace unyou for a bbv mule like the ises or the fusous.

The quest only needs an A rank. You don't need to sink the boss so don't bother with TCIs. Just bring as much ASW as you need to reliably sink all the subs in Echelon.
