"All Ages" is a very wide range. It can include everything from VNs for actual babies like Lipple Island, to lewd stuff that doesn't technically have any sex like Sonicomi, or even in some cases guro, cannibalism, rape, and necrophilia as long as it isn't shown onscreen (this is common in all-ages otome VNs, I've been told).
Really age ratings are just an industry marketing term. They tell you very little about the content of the game. There are CERO A games like Saru Getchu 3 that are nothing but loli ass from start to finish, and there are 18+ vanilla moege that could easily be read by a curious child without doing them the slightest bit of real harm.

That all being said, my gut reaction isn't positive.
When you play a game from someone like Alice Soft you know you're getting their whole unfiltered vision.
A low rating can imply that part of the story had to be tucked away for the benefit of reaching a wider audience.
Even though I really dislike rape, guro etc. myself, I actually prefer reading VNs that have them, just for the assurance that I'm enjoying the "real" version of the story.

To make an analogy it would be like saying if a horror movie didn't show all the gore in explicit detail every time a person is killed, then the story is somehow being "filtered" in some way. Maybe it is if the film is actually censored from what the filmmaker wanted to create, but if he didn't want to create a film like that to begin with, then nothing is missing. Of course if you simply *want* to see that, that's your prerogative, but it doesn't necessarily mean there's some lack of wholeness or integrity present in the final product.

The ethos of some things aren't replicable, I'm afraid. For the exact same reason adapting some VNs/novels to an anime makes 0 sense, the converse is also true but strangely, you can always, always, 100% always, make an exception for manga, besides only a handful of series although, of course, 'handful' means quite a lot given how multiplicitous manga is.

Sorry anon, madokas magic can't be found in VNs. Maybe my opinion will change on the replicability of its magic in what should be its sequel -the last movie- but as for VNs, you aren't finding anything.
If it's any consolation, I did find VN that carries the spirit of Hegel's Phenomenology of Spirit pretty well.
It's something, sure, but it's no incubator kino.
Try your best to narrow down options into things predominant around cosmological horrors with world-views so detached from all understanding and devoured by an intrinsic sense of undeniable simplicity, with a tug toward agreeability and maybe you'll get madoka kino.

The fact that this obvious option was passed over in favor of making it an 18+ game with numerous sex scenes implies that the creators at Tinkle Position had an artistic vision for the game that included hardcore penis-in-imouto-action. That commitment inspires confidence in me as a reader and I respect it, even though I have no particular interest in incest myself.

I do generally agree with your points; some of my favorite VNs either have no sex scenes or nothing lewd about them at all.
As a heuristic though, I've found that creators who shy away from sexual or extreme content tend to make worse visual novels.
