Basically every 2D->3D outfit conversion comes with making it more modest. Here's a good side by side comparison from the recent Shout out Live:

I believe that seiyuu can generally have their outfits modified to be more or less modest depending on how they want it (again using Shout out Live as an example, Nanamin and Maimai wore outfits that didn't cover their shoulders or navels, but Meg did), so going out with pretty much the original outfit unchanged requires a good amount of boldness on the seiyuu's end.

You pretty much got it yeah. Occasionally someone can't perform for a LL concert and it's always super noticeable. Tomori would show up but she was always barely dancing or off to the side of the stage and during mc sections they'd drag out a folding chair for her. Was kind of just a weird vibe.
Each im@s generation has such a large pool of performers they get to be way more flexible with who shows up. Exceptions obviously for when they do a live focused around groups such as Kotori missing 8thLIVE Twelw@ve. Also any given member could potentially end up doing any song in the song library whereas LL is far more static outside of special occasions.
