It's how I've been enjoying TW so far. I don't even carry over stats for NG+. Just open up a new file, plop down in a new town and try to woo all the 2hu's in the local area.

TohoK is a numbers game; only a few 2hus can possibly have any hope of at least prolonging how long you live when you're down that far down. They're largely deterministic based on talents, likes, dislikes, tastes in food, and so on with some randomness on some questions. Characters with [Mixing Knowledge] should always take meds for a stomachache, for instance.

For example, the "which touhou themes are best" question has PC-98 characters always pick the old ones, midbosses always pick the midboss ones, and high combat abilities pick stage boss themes, but everyone else is random between midboss and stage boss.
In your case, the types questions have 15 or so characters with preset ones (you can guess Wakagihime) but all others, including Yoshika, are just a 1/3.

Marisa was written by the leader of the project at the time, so there wasn't exactly a chance for that. The other thing being nobody really checks every line of dialogue written, largely waiting until players point stuff out. I'm not sure if anyone's even fought Marisa with three hate marks, so for all I know I could've been the only one aware of what happens, and I wasn't gonna be the one to poke the wasps nest of removing it.

Imo making things impossible, or forcing the player to modify their character to an absurd degree, is pretty damn shitty. Seija, Shinmyoumaru, there's probably other characters with neat little bullshit quirks that inhibit this and that, combat, basic gameplay.

Download visual studio code, get that one extension for era games, open up Parsee's file and replace her number with the character you're writing, then manually paste your stuff over her lines. Maybe don't do it if you didn't play with her yet and don't want to be spoiled, but the idea applies to the other big dialogues.
I believe you can also find an empty template file if you look for it, but this would pretty much give you the idea of what you need to use in the actual dialogue to make it run out of the gate, like what to do to refer to the player's name, or his nickname, or what to do for when you want to have hate mark unique conversations, stuff like that.
If a retard like Pops can figure out coding an entire fork you can figure out how to code a character. Hell, some japanese characters were half-broken for years/months, you can afford to have some lines just not show up as intended on your very first dialogue.

Has someone figured out what to do about these bugs? Since apparently to write a character all you need to do is post the dialogue file in the thread, I'm trying to make like a sort of "standard basic bitch dialogue template" so it's easier for anons to write for characters that are pretty basic across the board.
Like take Mokou for example, sure she's immortal, but there's no real funny business/gimmicky stuff with her like there is Parsee.
Obviously this can help write gimmicky characters but only their basic lines. You'd need to add in the gimmicky stuff yourselves.

There is no such rule. There's nothing stopping people from expanding on characters if they want to, and multiple characters have received extensive added content.
The real thing is that few people willing to put in the effort to write dialogue want to extend an existing dialogue over simply writing their own, even though most licenses accept such additions.
Working on an existing character dialogue has the expectation of following the already existing tone and characterization, as well as keeping the existing dialogue intact, even if you don't fully agree with that interpretation of the character. It's limiting in a sense, and the majority of authors would rather start something from scratch that they have complete control over, instead of just following someone else's lead. And they're all volunteers doing this for fun. They are under absolutely no obligations to work on a particular character just because they're "lacking".
