Probably. I'm not an expert though, but I would think a basic edge detection algorithm could be used to train from raw images, and using Bezier curves to construct an image would at the very least make it very easy to edit manually for shading, texture etc.

You need a trained model, which essentially looks ata a bunch of pictures and notices the patterns to make the images. Thankfully for you, people have made a lot of models, so you can just pick one, i use this page, not sure if there is a better one https://civitai.com/models
The style will mostly come from the model, and they might have incldued a few artists on the model, but if you want a different style, you can always use a LoRa, which is essentially like a filter on top of your image to make it look like a certain artist, or to add new tags that you can use to make different images. You can check on the long images i posted the differences betweeen one model and another just to give you an idea of how things change

The service I'm using currently is novelai's v3 model, which if god is good will be leaked one day, but you have to pay monthly to use that model and it's not local.

I got it working on a fairly mid-low end GPU, the worst that can happen is it taking a long time to render.
The hard part is prompting and finding a good model to use, everything else is just a matter of time.

Sometimes you want a simple white background, especially if you're trying to imitate an artist that typically does not put a lot of emphasis on detailed backgrounds.
The biggest problem with so many SD modules on Civitai is that they tend to go crazy on adding too much shit in the background. This leads to two issues:
1. Most fan artists don't do detailed backgrounds because it's difficult, and they just want to draw cute anime girls. Because most artists don't do that, it makes it easy to identify a picture with too much background details as obviously AI-generated.
2. More details introduces more opportunities for the AI to fuck up. A window with uneven lines, objects that disappear behind the character in the foreground, a cityscape where buildings melt into each other, signs with indecipherable runes that look vaguely like kanji, a fucked up perspective, it's all jarring and another dead giveaway that something is AI-generated. When the AI just needs to focus on the character and nothing else, it reduces the amount of elements where it can go wrong.

Keep it simple, the AI is stupid.

Use danbooru tags that emphasize background details (scenery, landscape, nature, etc.; you can even put "simple background" into the negative prompt if you want). Use artists that have detailed backgrounds in their art. Artists make a huge difference with NAI v3.

I've been able to get NAI to generate pictures of literally who unvoiced idols from Idolmaster Cinderella Girls, who have maybe a couple dozen images on Danbooru. It can get their eyes, hair, and general body shape correct just by using their name, without the need to use additional prompts to emphasize those traits. Obscure characters are not its weak point, as long as there are some images of that character on Danbooru.

I will admit that what NAI does struggle with are obscure concepts, usually related to niche fetishes, like /d/-tier material. For example, it absolutely fails at understanding what "petrification" means, possibly because there are less than 300 images tagged with that in Danbooru.
