There's no telling if it would work on Saber to begin with, as far as I know. Sakura's corruption was the crest which was spreading across her. Her soul wasn't affected, so you destroy the crest and she's free. Saber was... absorbed and completely corrupted. For her, it was like turning into something else completely. Even if you purge the thing that's corrupting Saber, she's already been warped.

Because Sakura would just reabsorb Saber before Shirou got close enough to Rule Break her?

As been stated, Rule Breaker would not reverse the grail corruption on Black Saber, nor would it be that easy (read: impossible) to strike Black Saber with Rule Breaker in the first place.

Because natsu is a fucking asshole and can't give saber a break. The only end she even fucking lives through is the one where she loses to a tsundere.

Remember. You make choices for how Shirou thinks. Shirou in HF thinks differently from Fate thinks differently from UBW.

Shirou being out of character makes perfect sense, Sakura being in danger made him realise she's the one he really loves, so his reasoning goes to shit because he's panicking over the situation.
