In regards to the power creep in Gensokyo, it often comes down to who can be quicker on the draw, and the Emperor would definitely be the quickest of them all

Humans will eventually advance far enough for space travel and with enough time thanks to planetary differences, will begin mutating into different branches peculiar enough that that combined with the advancement of technology as a whole, won't be any different than the youkai themselves

what else started in the 15th century? the Sengoku period, where all of Japan was embroiled in horrible bloody war
then the Hakurei Barrier is established in the 1880s, not long after the multiple civil wars/rebellions that occurred around the time of the Meiji Restoration (and the 19th century was generally a bloody one globally, with a lot of really brutal conflicts happening over the decades)

I kind of feel like she's the only sage that is still like this. I imagine the Youkai Sages were once this fearsome group that earned their reputation, but are now some semi-retired old folks.
