It should be the other way around, full white hair. since Tewi is the white bunny of Inaba and moon buns are afaik always represented as white.
But it could also be just irregular pigmentation since bunnies can also have patterns and while most tend to have darker ears some like the harlequin rabbit seem to be more erratic.
Not sure how feasible it would be irl to pull of a pattern like that on a bunny nor if Reisen an Tewi would also have purple or black parts of skin due to irregular pigmentation.
