I don’t know, probably not. But, I don’t think that the snark scene can lead to a conclusion about that. Magical energy is the fuel that allows them to create miracles (magecraft) and the magical circuits are the ending that process that energy from mana and od into the one they use in spells.
Even if True magic was dependent on the magical circuits, the power it would demonstrate is only reflected by the amount of energy it requires to perform its function.
For example:
Blacklight Starbow required a shit ton of magical energy, but maybe Blue would require less to activate in a way that would destroy Snark.
Aoko’s circuits were at their limit in that scene, but without knowing the magical energy consumption of Blue (if it requires it), it cannot be assumed that, because activating it would result in a greater effect, it would somehow require her circuits to perform even more (which is impossible), therefore proving that it does not require them.

Also, in the final fight, Touko mentions that time travel would’ve required immense amounts of energy, which led her to begin questioning Soujyurou’s missing five minutes. Of course, Touko could simply be wrong in her hypothesis, but should she be correct, it could point that either:
It requires magical energy and Aoko had to suplente it
It doesn’t require magical energy, which is why Aoko was able to pull it off.

Personally, since this is something you do by pulling on a connection to the Root, I believe that magical circuits are not required. But if anyone has another point of view they would like to share…

Well, we know Touko is right here and this is pretty accurate since Goetia required the energy of all human history to travel to the Genesis of the planet, and that same thing is literally Aoko's Super (Last Arc).

Is Extra a mixed Fate/Tsuki world like FSF or is it actually a Tsuki world despite having Fate in the title? Not only does it have Arc, who despite being stated to be fanservice, she is still part of Gatou's backstory since he met her in Himalayas. But mainly the Aylesbury ritual was the main thing that resulted in the world's mana drying out. Can the Aylesbury ritual happen in a Fate world like say, Case Files, seem doubtful?

No, but we can try to infer it from what little we know.
1- in her concept art, she wears bandages in her right eye and upper left arm.
2- She was able to bear a child with Kirei.
3- At the end of her life, she was bedridden and barely strong enough to kill herself. (This probably connected to the skinniness she displays in her art)
4- she was marked as a “person without a future” by Kirei, so her disease was terminal, and she had been able to carry it for years while *knowing* it would kill her.

From this, we can infer the following:
1- It wasn’t an STD. Kirei and Caren remained healthy throughout their lives, and Angra never displayed any signs of disease after tucking her. (Keep in mind that most (if not all, can’t recall correctly) STDs transmit from parent to child)
1.5- similarly, we can most likely exclude hereditary stuff, but not congenital stuff.
2- No cancer. She has a full mane of hair in her art, and while she could’ve quit chemo, when she met Kirei, she was already without a future, so it must’ve been a very advanced cancer, at which point, having a pregnancy, giving birth and living through it while out of chemo is not believable.
3- her disease is physical, so no mental shit like alzheimers or dementia.
4- she was able to control her body to kill herself and say a full phrase to Kirei on her deathbed, so no ALS or Huntington’s, or other Neurological degenerative diseases.

It could, for one, be diabetes.
It can kill, it can take the vision out of eyes, and that arm bandage could be to cover her insulin injections.
And if we go by Caren’s age, we can assume Kirei and Claudia met around the mid to late 1980s, a period where, while not common, a lot of people with diabetes suffered disabilities, and occasionally developed end stage renal disease, and death.

But I’m not a doctor, and this only covers very basic and the most famous stuff. Do share if you have more insight.

Is it actually possible to perma kill a TA through external means? It seems like their death requires them to "suicide"/sleep, have their mind worn down from resisting their urge so they lack the mental ability to just resurrect or self-terminate from lack of magical energy.

But Ciel mentions TA royalty can't be exhausted of magical energy so is the emptying of the vessel more regarding their mental power? How does a battle of attrition actually work in the context of killing one? Do you have to catch them while they're already near death from resisting their urge and then wear their remaining "active" power(say 30% for Arc) down to where their base reserves are so damaged they can't draw backup from the planet or something? How does one deal with a Fallen TA then? Arc might be the only one who killed them? But how does she do it? Locks them in a new universe like she did to Roa?

Probably this. Arc can't synchronize with the world if she is too weak. She still has the ability of incarnated elementals that allows them to draw energy from the mana in the environment and the leylines, and she can generate internal energy comparable to a dragon just by breathing. So she is pretty powerful even at her weakest.

Maybe! It could be that the TA managed it without Arc. In that world I don't think the 12th century became the time Fallen TA and DAA were running rampant. At least with DA not being an issue maybe the TA were enough. Hmm, I guess it is possible that it could just be as simple as less TA became fallen or more just suicided/slept for no real reason. Maybe Alaya being more stable or something and Gaia being not as prominent in Fate made there be less TA in general?
