This seems to be a pretty neutral overview.
I've done freelance and my own taxes in the past in murica, and I guess I'm more envious of freelancers in Japan under the former system than anything lol.
The twitterpersonthing has a point in that it will be another barrier for artists with limited means from trying their luck with independent freelancing - more that it can set them up to be burnt if they don't paperwork properly, and there is an implicit carrot-and-stick with the tax credits is to pipeline yourself with other companies and their invoices - could be as much of a cognitive burden as a financial one, based on my experiences.

the Japanese government wants to encourage proactive taxation growth by use of tax credits to benefit those that play with businesses integrated into the consumption tax base, while discouraging untaxable or hard-to-account business/capital/consumption.
Does this have knock-on effect to all the creative industries and home shops which is essentially a direct byproduct? Sure, and if you need to call something censorship, that's it.

From my understanding it's every creator, including doujin (fanwork of any kind) so long as you're making any kind of money. This will have a ripple effect throughout the entire creative industry in Japan, potentially killing or crippling entire sectors of fan made content. Imagine your favorite show- whole chunks of art, fan games, musical remixes, etc.....gone.
Now do ALL shows, games, music, doujin, porn/hentai, whatever. Depending on how this plays out, you could see entire genres disappear overnight because the creators will quit entirely, or the worst outcome: fall in line with the social censorship.
