Some data from the recent 19th Touhou Popularity Poll, compared to previous years. Note that the 19 results are still preliminary. Figures will be updated once the final results are released.

The relative distribution of all #1 votes.
For this year, 7.4% of voters had Flandre Scarlet as their #1 vote, etc.

First votes over other votes for all notable characters. A character with a high number has a larger tendency to be voted #1 by those who vote for them.

An unusually high number may be a signature of fraud, as a naive fraudster would submit a larger number of #1 votes for their favorite. Youmu has been an outlier for about 7 years. Sannyo in this year's preliminary results is an extreme outlier and is almost surely due to fraud.

Number of 1st votes, minus the number of other votes divided by 6, divided by the total number of voters.
This number would be zero if everyone used all their seven votes, and 1 if everyone just voted for 1 character.

A large number might indicate naive fraud, as the most effective way to widen the gap between a character and other characters is to only vote for the character to be propped up.

The number of first votes over the number of comments. A character with many #1 votes, whose voters are less likely to leave a comment would get a larger score.

Not this shit again. You do realize that you're comparing no.1 votes to no.1-7 comments?
No.1 comments are now actually marked in the comment section meaning we can directly compare them to no.1 votes (pic related).
Flandre and Youmu aren't even outliers for either type of vote, your results are just skewed because of their high no.1 vote rates.

Their unusually high no.1 vote rates in recent years are supported by the twitter exit polls.
Sannyo's #1 votes are definitely fraud though, just take a look at her comment section.

Here is the plot comparing all votes to comments, supporting your conclusions.

However, I think we're losing sight of the big picture here, which is that Youmu (and recently Flandre) have an abnormal amount of no.1 votes, while every other character basically lie on a continuum.

Here's this year's exit poll after the first day of voting with no.1 bonus in light blue. The no.1 rates for Youmu and Flandre are around 30% just like in the final results.
The simplest explanation is that no.1 vote popularity (your favorite character) and no.2-7 vote popularity (other characters you like) are separate things, especially for the most popular characters. Keep in mind that just the Top 7 characters account for 40% of all no.1 votes. Even within the Top 7, voter demographics differ a lot between characters and you also have to take SDM dynamics and the protagonist status of Reimu and Marisa into account.
