I've read an article that says that it's mainly the environment created by Weekly Playboy (https://www.excite.co.jp/news/article/Bucchinews_5884/).).
It's safe, stable and recognized, in so far as the content isn't too lewd, mainly swimsuit gravure, everyone knows it and mainstream idols are also featured there in bikinis, so nothing to look down upon or that would hinder a different career path in show business. This also makes it hard to get into the magazine, there's a lot of competition, but that also means that the girls there are pretty high quality.
The following argument mainly applies to girls who want to get into acting or something similar, they know that they won't be young forever, so they want a smooth transition to their desired job, so the main goals in her gravure career should be: Getting her name out, showing demand (fans will watch the show/movie if she's featured in it), creating a portfolio showing her beauty, acting, posing for photos and general showbiz stuff (interviews, creating a public persona, social media etc.).
An IV can accomplish this partly, but has to be promoted, a magazine shoot promotes itself, by being part of the magazine. So the usual route after releasing an IV is getting featured in a magazine and using that to promote the IV. This extra step of releasing an IV isn't necessary considering the motivations of the girl using gravure as a first step into showbiz. Photobooks are a bit different, because they're often organized by the magazine itself, which will publish a part of the photos as promotion and release a full digital/book version which you can buy as a bonus.
With IVs, it's more unstable, she could do whatever she wants with it and would have more control over it, but in reality, she would have to "outperform" the making-off videos Weekly Playboy girls do anyways, and this could mean that she has to do stuff that could hinder her career or which she wouldn't like. I mean, they would have to compete with girls like Ichika Miri, Iori Io and Amemiya Luna, they don't have a problem with acting lewd for the camera, taking their bikini tops off, jiggling their boobs, sucking on popsicles etc. To make the IV worth the 4000 or so yen, she would be forced to be lewder than usual and many girls don't want that.
I'm not saying that girls like Hina and Aika dislike gravure, but I would guess that in their mind, their primary goal isn't to be as erotic as possible, I think they're more comfortable with the 3rd person perspective of making-off videos with occasional fanservice than 90 minutes of alone time with the camera. I'm also not saying that the transition into acting is something bad, for example Aika and Hina both have said that they want to continue with gravure even though they both have managed to get acting roles by now.
As a fan, if you're more focused on the sexy side of gravure, I guess the solution would to support the girls doing IVs and demanding more artistic erotic content that would be more fitting for an aspiring actress. I like Friday for this sort of content.
