Look up a guide like kiton or zekamashi in the OP. Even if you lack the equips to follow it, it still gives you a sense of how to set things up.
Fix CV loadouts with TB's in biggest slots, fighters in the smallest while maintaining desired AS, and DB's somewhere in the middle. Unless there's a los check, you shouldn't need both a Type 2 and Saiun.
For the escort fleet maybe move Abukuma to flag with a torp cut-in. Replace the star shell on Tang with another torp or lookout and move to 6th spot. Replace the radar on Yuudachi with the star shell. Don't think you need the dual aaci set-up but if you want to keep using it, replace the radar on Akizuki with a searchlight if you have one or drop Akizuki for another DD with a higher damage double attack or a high luck DD for another torp cut-in.

An event gets released and people see who can clear it first. Since events are released in multiple parts now they probably split rankings up by each release now.
The more interesting event is the reverse RTA, an event so diabolical it could only be invented by the most aged of TTKs. In the reverse RTA the goal is to start as late as possible and still clear the entire event. I've seen those loons get their event clears 15 minutes past the supposed deadline of the event.

Since they added mechanics where ships get locked to maps and certain ships get vital damage bonuses, most people watch RTAs to get information about the maps instead of playing on release day. The RTAs are either madmen or whales with duplicates of all the ships. They can get a lot of fame by being guinea pigs. Although spamming unlimited repair goddesses and mamiyas is clearly in pay2win territory, it's cheap compared to most gachas, and doing new maps means figuring out puzzles on the fly, so it's competitive enough to be considered a legitimate speedrun contest.

You could just follow kiton and use a 4-slot CL in E7P5 with OASW and night support equips. The Yahagi in the main fleet is just a fighter mule. Replaceable with another SPF CL or an Atlanta and put the SPF's on the YamaMushi.
In E7P4, Yahagi again isn't absolutely required and can be replaced with someone like Yuubari or Noshiro.
