You overestimate the userbase. The majority of these people who are bad aren't necessarily trying to make the board worse, they simply don't give a damn either way.

If there's moderation presence. If their threads/posts started getting deleted and they start seeing bans, they will stop for the most part. It will dispose much more of these bad seeds than it will create more bad seeds.
