I dunno if there's a visual cue for it, but in story mode you start every stage with a barrier. Get hit, and you lose it/get stunned for a second. To get the barrier back, you either take an actual hit and lose a heart, or send a level 3/4 attack.
Since your goal in story mode is to shoot down the boss sprites the enemy sends, you should primarily be sending level 3 attacks whenever you lose your barrier, and preserve your hearts

From what I can tell the AI has a preset pattern of EX attack and Boss attacks it'll throw at you. You need to beat the last boss attack to win. Throwing out your own EX or boss attacks restores your bubble shield and advances the pattern (e.g. the enemy will throw out the next EX/boss attack on their list).

So the strat is to fill your meter and spam EX attacks

Touhou games have always been music CDs with an exposition dump and complementary game but I'm very disappointed that zero effort was put into netplay. ZUN knew full well there would be lots of international players buying the game since it's on Steam and I'm sure there's hundreds of indie devs out there who would help him write good netcode, but it's just as bad as PoFV. Huge shame because the phantasmorgia games are the only mainline titles I really care about since they're really fun to play with friends, guess I'll just have to wait for fan patches.

I don't really know where this idea that Suika isn't blond came from. She definitely wasn't an outright ginger. At best, she had a dark/dirty blond color. Can be reflected with her against Yukari in IaMP.
Her sprite in IaMP also has decisively yellow/blond hair, which this is most similar too. Being ginger was probably more a question of Alphes' style.

I felt the same way. Her defensive profile period is really bad in a game where you can easily get overwhelmed (bad shot, level 2 doesn't fix anything, her scope is mediocre), and the trash she generates for the opponent doesn't seem all too threatening either. Might end up being bottom tier.

Of the characters I've tried so far in the full release:
Reimu still invalidates bosses and her offense is still really good
Marisa is a very solid character with nothing that's too broken
Sanae sucks
Ran seems ok, her gimmick will probably have some really useful applications in the hands of a smarter player than myself
Rin has absurd offensive potential but her gameplan is fragile and she's pretty bad defensively outside of her insane clear potential
Mamizou's gimmick will either be useless or cancer. I'm not sure.

Which is a shame, because I'm sure he could get hundreds of qualified people to give him detailed feedback. He's become complacent, for whatever reason. A lot of people can manage to both have a job and a family, so I'm not sure it's that.

Three animal gang leaders (Saki, Yachie and Yuuma) want to invade Gensokyo & Old Hell to expand their territory there.
In Lotus Eaters, Suika and Yuugi tried to get Yuuma to fuck off from Old Hell but we're not sure that worked.
So now it escalates.
Zanmu manipulates all three into fighting each other, so Gensokyo's residents can easily just beat them back into hell.
Don't know where Tsukasa's story starts playing into it though, given she asks her with killing Reimu for some reason.
Suika is in the game for the same reason she acted up in that Lotus Eaters chapter.

That Yachie placement is interesting, I'm curious as to why you'd rank her so high.
This is my first impressions list, I'll try to give some quick explanations:

S TIER
Chiyari: Already explained
Zanmu: Level 2 generates absurd advantage for her and allows her to send trash more efficiently than any other character, also has one of the most threatening EXs in the game since it lingers.

A TIER
Enoko: Level 2 is almost Reimu tier busted, EX and shot are both very strong. Very well rounded character
Reimu: Absurd level 2 for defense, Level 3 is very good, but I think people are focusing too much on her few positive traits when everything else about her is only so-so.
Hisami: Very strong offense, level 3 and 4 can be incredibly disruptive and unlike other level 3/4s gives the opponent very little gauge to fight back with. Has a homing shot but it's probably the strongest one in regards to DPS.
Suika: Strong shot, EX can be annoying to deal with, Level 4 is annoying and can be hard for some characters to kill

B TIER
Marisa: Very well rounded, but has nothing broken like the above characters outside of maybe her very strong level
Ran: Like Marisa but a bit worse
Yachie: Her offense seems like it could be really scary to deal with, but she's held back by poor mobility and a shot that's weaker than it should be. Could easily go up or down depending on various factors.
Rin: Zanmu but worse in every way except EX.

C TIER
Seiran: All rounder but nothing stands out about her.
Biten: Very good mobility, level 2 can help fill in the gap left by her poor shot, but unfortunately her Level 4 is just far too easy to farm graze on, making it a liability and giving her a massive disadvantage in the gauge game.

D TIER
Saki: Shot leaves something to be desired, offense is pretty poor and her Level 4 manages to be both the weakest in the game and gives a ton of gauge thanks to the graze. At the very least she isn't terrible.
Tsukasa: I barely even remember what her gameplan was, but I don't think she was terrible.
Nazrin: Worse Rin.

G Tier
Aunn: Awful offense, defense is only salvaged by invulnerability on level 2 but it's not reliable enough to carry her.
Sanae: Weak in every regard, might have the worst shot in the game. Poor Sanae.

No Rank
Mamizou: Depends entirely on how important bombs are in the meta.
Yuuma: Very good for stalling and griefing, but if such tactics are banned in some way then she's mediocre.

I had tried this in a PvE match and I was cackling. What you can is cause all bullets to drop those graze pickups, and release your meter once you gauge you're in a safe place to build it up again. Kinda makes me wonder how it interacts with some spells, like Suika's one where she turns invulnerable and charges.

It seems as though LV3 and LV4 will trigger a sort of "scripted" next attack from them. Sometimes it's an EX, sometimes a boss, but I don't think it's random. You can "speed up" the story fights in a sense by using LV3s, I think this is a genuine strategy. Don't know if it speeds up this "queue" more if you use a LV4 instead. Also don't know if LV2s have an effect, they might.

I think specific levels trigger specific counters. Maybe. If I use a LV3 they ALWAYS counter with another EX or a boss. Or there's some hidden gauge and each skill you use has weight to it and adds to the gauge until it triggers a counter, but that sounds awfully complicated.

I think what makes his art look worse specifically are the new tools and simplifying techniques he uses. There's a lot less details giving the style a sense of life, and using vectors to outline everything with the same density for example doesn't help. His new style looks the best with traditional mediums (and is the best way for his art to look IMO). It just doesn't quite translate to digital in his attempts to be cleaner. And I think this same pattern can be traced back to when he changed instrumentation for the series going from TH12 to 13. His composition style itself was still fine the same. It's just that with the change in tools came a lack of consideration for how to optimize results based on that change. It'd be like changing all the music in the Windows era games to MIDI. The compositions would be fine but they would still lack punch. That's what his change to digital did the way I see it.

Since the CPU is entirely reaction based a fast character can easily inhumanely micromanage its movement anywhere it wants while a slow character is absolutely trash.
