The japanese held a poll for Touhou pairing, the latest one being in 2021 (I think).
SakiYachi is ranked 22 as seen here, right below a list of popular pairings and above some of them like ReiSana, DoreSagu, OkuuRin, etc. It shows that they have quite a presence in the fandom already.

That's....quite a tall order.
Touhou has more derivative game devs than other franchise but there aren't enough to give every mildly popular 2hu special attention to get her own game, above the popular ones. At best there might be someone who'd make a janky platformer or something for Touhou Game Jam.
Personally I like to think about an RGG clone where Yachie is a powerful boss.

I'm thinking of dialogue-based game where Yachie come up to several 2hus and try to drain their "will" meter through arguments and dialogue choices to make them submit and do your bidding. Kinda like that one section in Ace Attorney game, or maybe something like Va-11 Hall-A (I haven't played neither).

Depends on your skillset. You'd have to write fun dialogue to make that game fun, and probably be clever to make it not feel like it's just trial and error.
You'd also want art for each character you talk to. If you have what it takes, I could help you on the programming side, but I'm a bit skeptical, since writing is hard.
On the other hand, I'm pretty sure I could make a decent Kururin clone with like 20+ levels in a few days.
