In Touhou 7.5 you can't fight on daytime stages with Remilia period (unless you hack the game, I suppose). In 12.3 it's only possible to choose daytime stages with Remilia when you put a parasol in the card deck.

I don't get why powerlevels are in any way a concern as far as the fighting games go. They're spellcard duels, which throw powerlevels out the window.

And even if they weren't, the game already has the likes of Yukari and Cirno, who are powerful and weak enough respectively that it would be "unbalanced" if the game design paid any heed to powerlevels.

I wouldn't find it hard to believe why ZUN kept her out of the game. That and, he also said he didn't have the moveset finished in time. I wonder what her moves would have looked like in-game? Probably talismans and fire. I doubt she's the Kung-fu karate-type.

Mokou and Kaguya were not put in the game not because of canon power levels, but because of time constraints. He said that the original moveset he had in mind for them was too unbalanced, and deadline was too soon to tweak them around.

I don't know if you didn't know yet, but Mokou is freaking IMMORTAL. How would ZUN add her to the game? Her lifebar would just refill when it hits zero. The only way I see Mokou in the game and actually playable is if you bring her life down enough times to the point where she's too disoriented to fight, like being sapped but still at full health. Problem with that is- you'd have to bring her life down more than once- something that would unbalance the game because every other character only has to be taken out once.
