We don't know how Nrvnqsr's abilities work in Remake. Remember when Shiki killed Nrvnqsr in KT all the beasts inside him ran away then melted and disappeared. It's very possible the dog Vlov encountered was Nrvnqsr's last dying remnant which is why it was melting in the first place.
