I could read that no problem at all, I think the issue IS that you don't really know radicals. Knowing them allows you to read chicken scratch like that much easier because you actually know how handwriting works and therefore recognize what they were going for instead of memorizing the computer font. Write with a pen or pencil. Any time you find an interesting new kanji write it down. If it's really interesting or useful do what the Japanese do and write it 10 times. Writing will really help your retention and it will also make it much easier to read other people's handwritten text. There are 27 basic stroke shapes to learn and in general you should work from top left to bottom right of a kanji, but it is not so hard. Remember even complex kanji are just several simple kanji smushed together. Wiktionary is good for understanding the sub- components.

I don't really know how to study using Anki, because I've been using Duolingo for like 2 months and I already know hira/kata, some of grammar and some kanji, but when I use Anki to study, it just gives me the option to show the answer of the hiragana character that I already know and some options of "Again, hard, good and easy".

Yes. This is what DJT has been telling people for years. Some 頭の固い奴ら still stick to it though. All "Core" Anki decks are based on newspapers from early 90s and sometimes additionally sorted in a way that makes learning harder. The format of the cards also tends to be WCC instead of a more efficient TSC. Ankidrone Starter Pack is made from a COMPLETELY different corpus ー everyday words used commonly in Japan. Actually Anki is properly to just a memorization tool, I've been doing this for year now and can already read simple stuff, and struggled with Anki quite a bit an only recently found out how to properly use Anki
first make sure you understand the "learning" setting, its for words which you haven't learned yet so its good to at least put a few days interval still for the learning phase
second, consider getting the addon that changes the options to either pass or fail, some decks have a input field that you could answer, for those that don't its best to answer honestly and simple pass/fail
third, just don't passing the cards and hoping for the best, it can work eventually but its not really efficient, best to grind those cards while still the learning phase, and as I said, Anki is not a learning tool, but memorization, so I recommend getting a dictionary app and looking a little bit into each kanji and word, this helps a lot actually placing meaning to the words and kanji and distinguishing from similar looking ones, homophones, radicals and etc
fourth, the standard core decks are shit, have a lot of unused words or forms that makes it even harder to memorize, I recommend the improved core2k deck, but even then its important to start mining as soon as possible, as words that you see regularly in immersion will stick a lot more easier
