All you need to do is run 0_HataRO_Patcher.exe as admin then hit start when you see the start button. If you don't see the game launch, click the hro.exe. if it doesn't launch then, you will need to whitelist the directory in your antivirus and re-extract the game from the archive(its a falsepositive, several people have had this issue, windows doesn't like some dll and will delete it)

From what I recall chatting during VS: Characters can't be added mid game, so they'd have to be submitted in advance. Either by emailing a burner or shitting up the thread with a dozen litterbox or pastebin links. As for power level, "lore accurate 2hu" is about as good as I can describe it, it's the first game so go as strong or weak as you like.
Characters are stored as strings, so you can copy paste that into either a pastebin or upload a .txt file.

You need to hand the host your custom character beforehand, since the multiplayer is just a mod that isn't amazingly well written I don't think.
Honestly, the only reason I'm hosting is because no one else wanted to. I was gonna use an old computer that doesn't have a gpu anymore as a ghetto server, but you have to start up in singleplayer and then enable the multiplayer mod while in the game, and I don't think i'd gain anything from not just doing it on my new, better computer anyway, aside from having to use wifi instead of a cable (Although that could be fixed if it turns out to be a problem)
