Authors who have not updated their character in a year, like Tewi's, should be considered abandoned, and their dialogue open to edit. In addition, if certain authors have content they do not want to right themselves, if they are willing to allow other people to write it, let it be done.

It'd sorta a dick move to change it then, if there is coverage for all major interactions, adding in stuff like specific dialogue for locations is neat but different authors might fuck it up a little, different tones, etc.

In short, yeah change shit if you like, but I'd agree with the other guy and say that details like that should proabably have a toggle in the update menu, or have a higher barrier than normal.

I don't think that all that many commands have been added over the years, and many of those are highly specialized such as Suzunaan or Watermelon Splitting, which characters rarely have dialogue for.
Most of the existing commands would also been inherited from TW's predecessors, so they already would've been around by the time Youmu was written.

I was looking at when Youmu was added to the git (which should be v4.541 from 2017), and comparing the list of commands then to the current one, but I can only see a handful of added commands that really tend to get dialogue, such as Clit Caress, Pass Initiative, and Danmaku Match, and most of the new ones are stuff like Catch Bugs, Mixing, and various stores, which characters rarely have dialogue for.
To me, it looks more like her author just wrote a little bit and then got bored shortly afterwards, leaving Youmu with only a token amount of dialogue. I really can't see it as him being restrained by the game itself, since all the important stuff should've been available already.
