People paired them because they both like to "scare" humans but so far they haven't met and don't even live close to each other. It's like when people paired Kagerou with Momiji sometimes.

They haven't interacted in canon, and Sekibanki's stated to dislike both humans and youkai, but there's a little bit more of a basis than that. For starters, they both live in the Human Village. They're both a "spookster" type of youkai. Their colour schemes are inversions of each other. Kogasa plies a trade, which Sekibanki would almost have to do also, if she's maintaining a disguise.

That said, yes, absolutely no known relation in canon.

Well, I see a lot of fanart pairing them on boorus (isu_(is88) comes to mind). Some artists even made Kogasa the unofficial 4th gal of the Network.

You can say that, yeah. I feed my personalized lorebook (I wrote down fandom memes and popular theories into it while keeping it close to canon, based on the Touhou wiki) to an AI so that it can generate stories based on whatever's inside. Many AIs seem to already be coherent with some surface knowledge of Touhou but not deeper ones.
And yes, Kogasa being a blacksmith is canon.

They're still a meme, but with carefully fed data, they'll still churn out decent responses. Single responses are great as long as you know how to configure them; when you try to "play" it as a long, slowburn fanfiction or quest generator, then it gets messy.
Currently, third-party-hosted ones like Anthropic's Claude and GPT4 are still better, but it's only a matter of time until local models catch up because they aren't being lobotomized to satisfy shareholders.
