I don't think this necessarily contradicts earlier lore. Shou took care of the temple, it eventually fell into disrepair and then they left to meet their comrades in the underworld

So it's practically confirmed that Mizuchi had some history with Gensokyo and with her absolutely seething that le "human lost to youkai", it's pretty clear she's from different era when youkai and human still at each other's neck
But knowing ZUN, this shit will never get elaborate on and we all will curse his name when this dogshit manga ends without any satisfying conclusion

The way Nazrin described her, Mizuchi just sounds like another silly youkai who want to cause mischief and at best has an agenda just because, just like Seija or even some low level bosses.
Totally not someone with important past or related to the bigger sceme of things. That's how most characters end up being anyway and in the end CDS might just be another silly manga.
But if she's indeed important like Kasen, well that'd be great.

I'm guessing her identity is that of somebody who died to youkai in the past due to the Hakurei Shrine failing to protect her which would explain her desire to get at Reimu and her rage against all youkai. Although I'm not sure if she was a human who died before the construction of Gensokyo or somebody who died in Gensokyo before spell card rules were implemented. She didn't seem to know much about Gensokyo and was surprised about it's current state with rampant youkai everywhere even in the village which she'd heard youkai weren't supposed to be.

Or another way of looking at it. What if she does have ties to the Hakurei side, but as the ones responsible for our side of the barrier. We know that there is a real life counterpart to the shrine, and although I forget which one, Yukari did say that it was going to eventually be forgotten by the Outside World. Given time frame shenanigans, there's no way of knowing off the top of my head when that would be but if she's a newcomer....
On top of that, the only way you go to Hell in Gensokyo's mindset is if you go against your nature. Maybe she went against her nature after we didn't need a shrine on our side, got resentful, and thought that the Yōkai were the main reason she was relegated to being forgotten, so she ended up in Hell. Bonus points for seeing her main duty as being pointless if, in the end, they just won and made it all pointless.

Aya's also never "lied," technically. But she will stir things up or cause a scene or start a fight just to have something to write about.

As for Alternative Facts, she ended up not publishing that one, and it's more than hinted that she was manipulated into writing it anyway.

Which is always said through the characters. This is like when Akyuu says youkai are dangerous when some of them do nothing wrong and turns out Yukari told her to write it that way for specific agenda. ZUN intentionally made most of supplementary info vague and subjective from character's bias and whatever the character says should be taken with a grain of salt rather than a reliable, concrete exposition of an info.
