Chaos;Child was released on Steam in Jan 2019, within 2 months of Evenicle getting put onto Steam uncut, it was never going to get rejected.

Chaos;Head was released in Fall 2022, and while the review process had a lot of variability, overall the Steam reviewers had at that point added more and more restrictions to all age builds on the platform, and Chaos;Head has content that would have been rejected in the all ages build of any other VN so it wasn't too surprising to see the original ban aside from the fact that Spike-Chunsoft is a much bigger company. Thus because of that it caused enough of a backlash for them to revert on the ban, and with the lack of rejections of all ages builds since it appears that steps were taken to try to reign in rejections at least somewhat.

This is true in regards to Chaos:Head, the backlash helps a lot especially news coverage putting Steam in a bad light for censorship even though they said they would not do so or at least saying it's on GOG. Which Steam knows it has to compete with even if they are the dominant leader. I am happy though Spike Chunsoft was smart enough to write in their corporate letter about the issue saying Steam is in the wrong though. It helps overall to have companies doing this kind of thing more often. It helps even if it's JAST, MG or PQCube or whoever just putting out a corporate statement and naming Steam and it's review process as unsatisfactory in regards to X game being rejected.

The thing that matters most is they dislike having content censored to cater to "global audiences" or because someone is offended about it wanting these changes behind the scenes coming over, memetic translations written by someone who hardly cares about the content itself and Japanese people having to explain they do not like that, why it needs to be kept in etc etc. That is the reason why these companies are getting steamrolled by Shiravune who are run by Japanese and has the trust of those within the industry to have things written professionally to have VN’s taken seriously as a medium, fight to preserve the content within the game or to get it out through a patch off site. Sure it’s not perfect nobody is saying they have the greatest translators ever, but they are by people who care about the content overall and are fighting to preserve that content in the way it should be, even if they have to host patches off site, there is an effort and amount of care that often overlooked even in the Video Games industry when Japanese stuff goes overseas to the West. It’s not rocket science.
