I think it's reasonably likely that Ringo could appear in Seiran's ending, though I've said that for many games only for ZUN to throw a curveball like Yukari talking to Marisa instead of Reimu in LoLK, but realistically the only options for established characters that Seiran could be talking to are the Eientei lot, Ringo, or a Lunarian

In terms of tempering your expectations, sure, people conditioned themselves to only expect Stage 5 characters, if anyone new at all. But i've been waiting for this chance for a while, that's the purpose of a Phantasmagoria title for me and it seems ZUN is in line with that thought to some extent (Although nowadays neglected characters are not limited to the early stages).
