Not those people but yeah, you can shave with just a razor or even better, pluck with tweezers. Yeah, I shave my face with a norelco electric razor but if you use that on your balls you will get knicks. Unless you've been doing it for years and skin has built up some on your balks I wouldn't recommend.

Don't use an electric razor on your balls, a gillette is what you want, obviously be careful but you are very unlikely to cut yourself.
I have some permanent marks from using an electric razor when I was younger but never cut myself with a normal razor.
Except for the balls where your hairs are really thin and so using a razor won't make them prickly, you can just use an eletric razor everywhere else to avoid the hair growing from scratch and being uncomfortable.
