Yeah, Touhou Labyrinth floors can eat a dick. Haven't played for like two months because I'm on that floor 10-11-12 group puzzle, and every time I go on, I just look at how much back and forth I have to do with a blank stare before doing something else.

Around level 100 should be right. I don't remember what level my party was when I beat him though.

95-105 is OK, but it depends more on how much DEF the character has. Anything under 2000 is going to be toast rather quickly.
Carry along all the mass heal you can, don't bother with debuffs, and try hitting according to affinities.

I think I had Remilia at around lvl 90-95 when I beat him.

Honestly, the only hard part is getting him out of his first form. Once you're past that, the rest is easy, if you've got every element type covered. Once you have a good start and get past his first form without anyone dying, you should be good to finish.
