Sure, quite literally it means "The people who seem to never have sex have the most extreme sex." This is a really common sentence pattern that you'll see where two clauses are linked by ほど which then gets expressed as "the more A, the more B." You'll also see 説 (theory/opinion) at the end of a lot of edgy opinions or just people's opinions in general. True, learning Japanese can be a real pain in the ass, especially when it comes to the writing system. And one of the reasons is that there's no damn rule on which reading affixes go where! Like, usually, onyomi readings go with foreign words, and kunyomi readings go with native Japanese words, but there's always exceptions to screw things up for ya. But you know what's interesting? The reason why the reading affixes are all over the place is actually to make it easier to use the language. Ain't that wild? Thats why the Japanese government assigned onyomi readings to kanji characters to create a standardized list, but that's pretty damn limited when it comes to forming new words. So to give people more flexibility, the Japanese language kept a lot of kunyomi readings around, allowing for more wiggle room in word formation. Even though the Japanese writing system can be confusing as hell, by retaining multiple readings for kanji characters, the language becomes more accessible and easier to use. So don't get too hung up on the rules, just keep practicing and you'll get there eventually!

I understand your confusion, because they're pretty darn similar, but the differences lie in what causes the explosion. 爆裂 refers to something bursting open, (e.g. a pipe bursting open), while 爆発 is any kind of explosion, especially one that involves a chemical reaction or involves heavy pressure (e.g. a literal bomb or even a volcano). The nuance is subtle, but if you look up some examples of either, you'll see what I mean.
