The boss battles are actually engaging but the reach rate is ridiculous and there's four more maps to go.
I still have 240k fuel to spend, but progress is not really being made and time is going to be the deciding factor.

It's random, but randomness does tend to form into something consistent.
The Mogami radar is the most appropriate for them if maxed - if not, you should try the SK+SG radar instead. This doesn't affect chances though, just general efficiency.

I've been running 4CV but LD is pretty rough. The route is surprisingly not as cancer as I expected, but at least 1-2 chuuhas en route is not uncommon and I'm usually going into night battle with all 4 bosses alive. I've had a couple of near misses but I'm guessing Yamato/Iowa would've been easier. It'll probably be a lot easier with FF but I don't know how long that will take.

My HQ level is 105. Where can I level DDs? I used to spam 4-3, but that's no longer viable. Pretty much every levelling spot mentioned in the wiki requires OASW if you wanna save buckets. Unfortunately, that makes MVP control impossible if the DD I'm levelling can't OASW.
