Every single TV anime studio in Japan would probably make a Touhou anime if ZUN let them. It's a legendary series that DWARFED every single thing in Comiket a bit more than a decade ago; Touhou would have 4000-5000 circles and second place wouldn't even have a 1000. The difference was that severe.
While it's not as ridiculously dominant as it once was, the series is still very popular. Not to mention Reimu and Marisa's faces are plastered everywhere on the internet because of Yukkuri.

ZUN has already mentioned that studios have asked him before, but he's rejected them everytime, the reason is as simple as that.
It's somewhat regrettable, but personally speaking I'm also glad there's no official anime. Touhou staying doujin has done wonders for it.

I agree with ZUN's stance that it would end up taking a life of it's own and probably destroying the work he's put in. MoP is pretty good from an animation perspective, but the fanon has indeed worked it's way in a little much.
The bottom line is that a TV anime would immediately become massively more popular than the actual games are, and would dwarf it the second it came out. Experience tells us that other kinds of media that are based on games usually ends up sucking, for one reason or another.

And that's not even beginning to mention how awful the copyright situation would get, the primary reason touhou got to where it is today with all the fan work, shoddy as it may be at times, is because ZUN let's the do whatever so long as they give him credit. Out of all the people on earth, he's actually one of the ones that has stuck by his principles in that regard even after he could probably make a quick buck by just selling out

Manpuku Jinja is a circle mostly comprised by former animators from a professional anime studio called Bones. And yes, it is all out of their pocket.
What's more impressive is actually the other two fanime series, Hifuu Club and Musou Kakyou, since both of them have professional VAs under them. What's even weirder is that the circle for Hifuu Club, Kyoto Fantasy Troupe isn't even a Japanese circle but a chinese one... and even weirder than that the circle for Musou Kakyou, Maikaze, is mostly made by one guy. And Musou Kakyou has existed longer than Memores of Phantasm.
