Yes she has. She is one of the few character variants who only showed up in the plot but have not been released yet. There are still 5 main update character reveals left before the jap version has anniversary again so there is a good chance that she will be released in that time. People are slowing getting into the "save up everything for anniversary" mode again since there is plenty of hype for a potential Dragon Marisa or PC-98 release during anniversary. Them adding those weird EoSD/PC-98 hybrid characters like smol Alice certainly adds fuel to that fire.

Jap version won't get a real major update until next month. Then it's anniversary again. They don't really have many characters left right now. Just that alternate Suika, Wriggle and Mystia. I've seen both translations which is really weird. I don't think there has ever been a character who deals less damage to resisted attributes but there are characters who deal increased damage to resistances.

Nowadays people die inside if a new unit is debuff type but back in the old days the truly shit character type was defense. They did basically no damage. I managed to get L1 Hecatia in the recent moon EX shared banner. She always does great when I use her.

Typical early day character traits:
1. almost no elements, even on LW. Just look at characters like Sakuya.
2. single target LW that isn't actually any stronger than other AoE LW
3. extremely pointless skills like + 0,75 P, +1 lvl of defence with no def scaling, minus Focus
4. almost no status effects unless you are Medicine
5. spells that just have 0 effects at all
6. "support" LW that deal no damage at all
7. no def scaling on tanks
8. 10% speed scaling on speed characters
9. redundant skills like +2 attack on skill 1 and +2 attack on skill 2
10. no slayers
11. old tanking mechanics meant that any AoE attack would kill everyone besides the tank anyway
12. poor accuracy, forcing you to run cards like the tengu phone or prismriver card instead of damage boosting cards

The devs didn't truly start understanding things until they started with the cyber characters. Before that point it was always a gamble with new characters. Some of them would be good for the time and some of them would be bad. After that point, basically every character is usable in some way, even if other characters today might be stronger in some ways. Junko was the last real dud they made.

I used Blue Reimu just now in a stage that is only Water/Earth element. One of the lvl 120 effects prevents any elemental breaks on the enemy and the 2 fairies who are in the battle alongside Yukari spam Focus Up so the only way to get by was to use status effects + status breaks. Shields are also limited to 2 as usual. Reimu just happens to be extremely good at breaking electric. Another effect also cuts down all P generation for your side but Reimu has a huge P gain in general + her skill and Sagume also inflicts more electric and helps to gain the still needed P.

I have used Kanako in the past because she has an easy time setting up and does deal quite a lot of damage. I did use her in some of the VS challenges, like the one for the Castlevania Sakuya card. My Nitori has been collecting dust since she got to lvl 100 and sometimes I wonder why I even rolled for her at all. She can inflict some freeze but it is all tied to one of her skills and solo target. Both Kanako and Nitro are pretty bad when it comes to elements on their spells. Kanako's LW and single target spells are mostly metal which can be nice sometimes but her AoE spell is a complete mess of elements. It's not rainbow bad but one of those 3 elements mirrored in the middle type of mixes. Meanwhile Nitro doesn't even have full elemental bullets on her AoE spell and her LW has 3 different elements mixed together.

With BtB, I had to make about 3 thousand 5-turn runs in order to obtain 3 cards for a third MLB copy (I had had 1 MLB and 2 more cards before the stage was released) and never got to farm the Yuuka card. With LRE, I earned a second MLB copy relatively quickly, in about four days or so of running it on phone while indulging in CP on PC. It's all down to your luck.

Don't bother investing into characters like Reisen 2, Junko, Marisa, Udonge or AQN. All of them are pretty bad. Reincarnation helps some of them but that isn't really a priority as a new player since it eats up lots of resources and time. Flan is mostly a meme who needs absurd set-up. Ran, Youmu and Toyohime were all top tier in the early days of the game and can still deal some damage at least but their elements are not keeping up with today's characters. Toyohime does have the fastest animated AoE LW for what that is worth. Yuuka is top tier, Aunn a cute, birb wife with 2.0 P gain on turn 0, Tewi can debuff which can help in battles that don't have any shields to break.

Double power also sounds more impressive than it actually is. For a random example, regular Yuyuko's LW is weaker than Hecatia's regular AoE spellcard and Yuyuko already gets to +10 attack on her own. Even with buffed spells, Yuyuko can never catch up to anyone in the current meta. The only characters who kinda got around that are Sanae and Kanako who got such an absurd buff to their LW that they now have the strongest LW in the game if you actually help them set-up. Even that is mostly meme territory though since no one is spending all that time to set-up in any content unless they are goofing around in a tower floor for giggles.

Youmu legit got nothing from reincarnation besides a minor damage increase. They gave her the option to upgrade 1 of her active and 1 of her passive skills but the upgrades are so pointless that you have to wonder if the devs made them bad on purpose. Both of them are pretty good and they can work well together. They are only regular rarity units so they obviously can't get close to characters like White Koishi but they still get the job done. Their elements are pretty wonky though and Remi has one of those LW in which the bullet type is just different for 2 bullet lines for no reason.

I think I've seen roughly as many locks in one of the conflux stages, the strat there was to stagger how you break everyone so you're not overwhelmed. Since switch or boost locks were for only 1-2 turns or so.

The devs have actually managed to fuck up with locks before in the jap version and managed to create a situation in which legit everything was locked. It quickly got patched though.
