I don't know if Flandre is the perfect loli, but she is on the right track.

I think, for one, the perfect loli should be a little less dangerous. Helpless, really, but not crippled. The perfect loli would have a more womanly form than you would expect from a child, but not so much that it's unbelievable and has her looking too old. The perfect loli would also probably be far younger. 8-10 is ideal. I don't know how I feel about older "loli" who only look the part, or only look and act the part. I prefer genuine little girls. The perfect loli should obviously love older men, too. They should like cuddling and the pleasure of being cummed inside. Blond is probably the hair color of the perfect loli.
