Update:
I went out and found some weirdo who would let me live in her attic if I cleaned her house and ran errands for her. She lives in the forest of magic, so here's hoping that's remote enough for miss plant lady to get bored and move on.
She keeps coming up to me and asking where i've been for the last week (I quit a while ago), and I had to lie and tell her my mother died a few days ago.
This cannot continue, she's ruining my ablility to live whatever counts as a normal life in this backwater.

To be honest I think the rules are just a formality that only get paid lip-service to. The youkai only put on paper-thin disguises to give the humans enough of an excuse to feign ignorance and that keeps the whole affair running smoothly.
Nobody would like a troublemaker ruining this good thing the other youkai have going by being a stickler for the rules or pointing out that, no, putting a different hat on doesn't fool anyone, you're not a youkai Clark Kent Aya. I wouldn't be surprised if one of the next games finally points out that NOBODY is respecting the "no youkai in the village" rule and this is making the villagers too used to youkai for Gensokyo's sake.

Ain't that already been brought up in a manga or two? Forbidden Scrollery revolves around Reimu and Mamizou's propaganda campaigns. Detective Satori has Mizuchi being upset (presumably) about Reimu not doing her job properly and letting youkai interact with humans
