It has Sts Fate.
You don't need the original MBA to play it. It's a stand alone extension.

Yes. I personally recommend knowing a bit of hiragana/katakana for choosing options. But if you don't want to be bothered, you can play around and see what each choice does Also there should be tutorials and instructions on google (and hongfire, i think) if you need them.

Yes, it's a versus fighting game. Something like Soul Calibur but with magical girls. There's a Story Mode, Mission Mode (unlocked after beating Story Mode once), Survival Mode, and Practice Mode. The controls are shitty but once you get the hang of it, it's a fun game.
