Though there are some problems with this, like some 2hus just always refusing to drink tea spiked with anything(Reisen), or one pill affecting a dozen girls. Maybe it's just better(easier) to keep the existing pill system where it's just teleported into her stomach and works instantly.
Or maybe something completely unique for those pills. Like a new tea menu where you decide if you want to use a special pill (like cat ears and the upcoming lactation) on say Rumia but not on Cirno and Daiyousei, so that special effects are one for one but it still allows for the old 1 aphrodisiac turning everyone horny functionality. It could be something like one pill has a chance to trigger the desired change in a girl but is cheap to produce to keep up with the faulty prayer idea, but it's forced to at least give you the roll on the day you want and doesn't knock you out. The Tsukumogami Incident was so insignificant that the heroines didn't even notice anything was up beyond their tools getting possessed, which was something they barely cared about since they just found it convenient, and the later Amanojaku Hunt was really just people having fun bullying an amanojaku a little; none of them actually felt threatened by Seija's actions.
And the last thing Seija got involved with, that being her and Shinmyoumaru trying to mess with Sumireko's danmaku festival, things didn't really got out of hand until Okina showed up and brought along some truly dangerous characters, which is something entirely beyond Seija's control.

Face it, Seija isn't actually considered a real threat to anyone, and nothing she did achieved anything.

Seija can still be contrarian without sacrificing her love, just as Yuyuko can still eat plenty, if not more, with her husband around. Canon should be followed to an extent, but you have to take certain liberties if you want romance to be an option. I'm sure Parsee would be just as uncooperative and self-destructive as Seija if she was portrayed accurately, but people who aren't as scrupulous about how they get under their skirts probably don't care about that sort of thing, though.
