I think that's generally most of the manga. Setting up an "incident" as an excuse to show a tiny lore anecdotes or what other 2hus are doing, but sometimes it is resolved way too fast as if to avoid any slight of real danger or it's on the rush to the next bi-monthly incident.

That's probably the intent, yeah, but no part of this manga actually makes it work.
The monthly schedule makes the pacing very slow; the attempts to set up a "mystery" in the first half of a story, only to reveal it was a nothingburger in the next half gets formulaic and makes it hard to be invested in the story; and Miyoi is just fundamentally not an interesting character.
Most of the Touhou manga at least have protagonists who can carry a plot. Kosuzu, Kasen, and the Three Fairies could all be proactive and drive storylines through their own actions, but Miyoi is practically furniture in her own story, and adds little to nothing.

ZUN could've made a vignette-based story centred around a bar and its unusual clientele, but in that case he really needed to feature more customers than just Suika/Aya/Mamizou, and have a proprietor who is much more in the background. The kind of barkeeper who listens to their patrons about their various troubles and gives advice, but the stories themselves mostly following the various weirdos who visit the bar, with the establishment itself serving as the framing device.
Right now, Miyoi is in a really weird position where she's both too involved for the story to properly focus on the customers, but she's also not relevant enough to actually add anything to the stories. It's just such a bizarre mess that doesn't really do anything right.

Though in this case I'm more annoyed by how the Chimata/Megumu dynamic is handled. In Unconnected Marketeers, they were established as both just trying to use each other for their own benefit; with each just waiting patiently for the best time to stab the other in the back, but I guess that's completely irrelevant now and they're just kinda sorta friends for some reason? For reasons that happened completely offscreen?
It effectively just filed down all the potentially interesting parts of their relationship to fit it into some bland "everyone gets along over tea and no real conflict ever happens" framework.

Most youkai are individuals or dying out, meanwhile Tengu have a thriving civilization on the mountain. They are likely one of the majorities and possibly more numerous than humans, who only have a village. They'd only be a minority if you consider the majority to be like kami/divine spirits/fairies as a whole. Gensokyo Humans are the minority in a ghetto compared to youkai.

Tengu have a long lived pop and thus a small pop that they have to sustain for very long amounts of time. They cannot take much pop growth without fucking everything up.

There is absolutely no way there are more humans than youkai in Gensokyo. Even if youkai needed to actually eat to stay alive(which by the way, Gensokyo humans aren't normally eaten, so they are not literal cattle, even ignoring that "literal cattle" means actual cows) they can also just eat normal food humans do and wouldn't need the Gensokyo humans at all if that was all they had them for.

Yes but think about it like this. If you had a population that is obscenely long lived with nothing to kill them you'd have to maintain said population without it growing much at all otherwise you'd very quickly run into problems of overpopulation and having to spread out and found new villages which there is no hint of at all implying that like the lunarians they have a largely static population that doesn't grow and is steeped in tradition. Hence the Tengu cannot have a large population nor would they encourage growth since they literally don't have the space nor resources to expand out.

Its actually entirely possible, like any natural predator/prey relationship you'd have more prey rather than predators on purpose and as Gensokyo is an artificial environment its entirely reasonable to assume that Yukari maintains a larger human presence in order to feed the youkai.
Although yes you don't have youkai often eating villages but it does happen often enough that she has to import outsiders to fill their stomachs to avoid problems with the villagers.
