Can japanese people "wing" understanding jukugo on the spot?
Like, suppose a japanese teenager is watching indiana jones or something and the word 刻字 shows up, and they've never heard it. They've heard the more common homophones, and obviously they know the component kanji, but have never heard that word.
Can they conjure the most likely kanji in on the spot and wing the understanding?

Anki just isn't working for me. I'm seeing new words a dozen times now before I say "Good" and then I forget them again by the next day. My number of cards to review is only 50 for now but it's taking me over a full hour to get through it.
What the hell do I do? I didn't struggle nearly this much with hiragana/katakana. Practice stroke order for every review and extend my study time even further? Lower my amount of new cards from 20 to 10? Throw out Anki altogether and do something else? This clearly isn't working.

Why don't you describe your process in as much detail as you can? Describe going through one card, every single thought that goes through your head, show us the card layout, and tell us your decision making when it comes to deciding whether you got it right or not.

So here's how it goes. I first see the one on the left. Before I flip the card, I first say the pronounciation, then what it means (so, I guess I'm trying to learn two things at once per card). If I'm wrong, can't do it, or it takes me longer than 5 seconds, then after flipping I say what it means out loud and the pronounciation before I hit "Again". If I get one of them correct but not the other (can't remember the pronounciation but remember what it means), it goes into "Hard". If I can do both in less than 5 seconds, it goes into "Good", and I rarely, if ever, use "Easy". I don't bother with knowing stroke orders (since I only plan to use Japanese for consuming media and very occasionally speaking it).
I'm trying to use some shitty mnemonics I made up to help, which helps for some (Like remembering 安い by pretending the bottom part of it is someone's two fingers making a circle for that gesture that means "money") but I'm not sure how I can incorporate the sites the guide site recommends for that kinda thing into the core2k deck, which is what I want to focus on so I can start reading.

Also, unrelated, why are there two different cards for 円 in the core2k deck (one for circle, one for yen)?

Honestly, I think why I didn't have any trouble with memorizing hiragana/katakana was because the guide site tested me by making me type out what sounds they were. Adding that extra motor reinforcement, essentially. Really, I think I just need one more avenue of reinforcement to these that I can do at the same time alongside Anki.

Not unless you start studying properly, there is simply no way to know what a word means if you don't understand grammar, pronunciation and prosody.
If you don't get grammar, then words you've learned will have widely different meaning and usage than you expect.
If you don't get pitch accent and are actively using a wrong one (which you probably are) then you are at a ~77% failure rate listening wise.
If you only want to read Japanese, then you should put much more effort into grammar studies than anki. I'm talking 30 minutes of anki to 5 DAYS of grammar to at least 1 hour or reading, but preferably 5+ when you are able.

(and people like dogen recommend spending 90% of your effort on accent for the first 2 years.
i.e. watching dogens course from a friends' computer, and using a mic to try and match japanese speakers.)
Both grammar and accent are important, as they give you (at least) 2 more ways to "remember the word". And remembering words isn't important, being able to look at a sentence and understand it is. If you know enough grammar, you can simply look up a noun or verb and plug in. If you only know the meaning of the nouns and verbs, then you are fucked outside very simple sentences.
Don't look down on romaji, Japanese is a living language, yes kanji is very helpful while reading, but it's limited to the word level, where again understanding only matters if you understand the sentence.

The 5/s a card rule is more for experienced learners to keep themselves strict in order to minimize anki time and maximize immersion.

The deck/anki in general has a few weak points and having identical front cards is one of them. I solve this by adding a hint field that says which one(s) it isn't.

If you really have no interest in writing but feel like you need help discerning kanji you might want to try learning the radicals(real ones, not things RTK/Wanikani made up).
