Tezca wanted to make Izcalli/Lostbelt Montezuma the new core/heart/will of ORT by injecting Tezca bacteria into him, so would have divinity to pump into it until gets to crush the sun to recover the full energy and to make him hate the Human Order/PHH to have him (ORT) target Chaldeas. Izcalli rebels against this and says he doesn't hate PHH, so Tezca kills him as he's useless, his plan C is to do the same with Guda (implying Guda resents PHH/Human Order enough to make ORT want to destroy Chaldeas before it reaches its perfect form). Excalibur itself gets power from the inner sea of the planet, so they have the same power source. But Arc is actually stated to have no limit to her output other than her vessel while Excalibur is never stated to be limitless.
Also Arc tanked Star of Calvaria which has the same mystery as Excalibur as well as stated to be the pinnacle of human magecraft while she wasn't anywhere close to hitting any sort of cap.

I legitimately think Arc is more powerful than Excalibur. Bear in mind Excalibur can be created by the planet in any timeline if the fairies aren't slacking off. Arc being given birth was only done at the TAs last days, almost framed as a sort of miracle situation. The planet could never give birth to anything like her ever since it came into existence no matter how hard it tried.
