That's because Mima's notoriety fools you into thinking she's more popular than she is. The gap between her and other PC-98 girls within the Japanese fandom is not particularly high, and given the majority of them are scaredy cats unwilling to touch emulation, Mima is just a character among many to them. Certainly of greater importance than a Sara or Orange, but still, not creating a bond through playing as her in PoDD or MS, or watching her in the 1st 2 games goes a long way. To Japan, she's closer in spirits to Shinki, a character of a bygone era that was a big deal, and has bonds with a character that's actually important these days.

Going by first-place votes, in last year's Touhou popularity poll Mima had 126 first place votes and 1,266 total points. The only character with less points but more first place votes than Mima is Wriggle, while many characters had more points but less first place votes.
Mima's popularity then comes from a mostly loyal fanbase; she doesn't enjoy widespread recognition. I would be led to think that this is made in majority by westerners. While she isn't as popular in /jp/, she does seem to be everywhere in the Western fandom.
Your arguments do make sense. Playing and fighting with Mima, she really has some nice dialogue in "all" of her games.
I still don't get the lack of art though. There's at least one good Yumemi artist that posts regularly, one Kana artist, and even those rarely post Mima. There's really only one well-known Mima artist, and his faces are atrocious. Mima threads also always have a very small amount of images, so even then I still think that there's some unnaturalness to the whole of this.

I don't think she outright has a majority of western fans but with a little investigation, I did notice she had a little more comments written in English than, since you took her as an example, Wriggle, although its not by much and they were the minority. (Yes, comments were made public for this year's vote, you can find it on the official site).
That partially explains that, but Mima also might just be unlucky & some of her traits are also seen in other characters that these artists eventually would go for instead. I don't think the bonds with Marisa helps Mima that much given how many characters can be associated with Marisa at this point, and she's kind of on her own besides that, outside of loose associations with other PC-98 characters. Competition with Yuuka might also hurt, another green haired woman with an attitude that originates from PC-98.

I think this year's poll didn't have an English option, so it isn't impossible that most English speakers taking the polls simply wouldn't know the existence of the option. I still feel Mima is widely more popular in the West, but there's no big Western specific poll, so that shall remain a mystery.
But about her traits, I completely agree. I saw something before about how some of her traits were 'absorbed' by Marisa
... Coupling that with the lack of knowledge of the actual dialogue in the games, it's not surprising that her popularity is lower than expected. Even then, she's still the most popular PC-98 character in the poll. I still find the lack of art unsettling.
