I'd imagine you'd have to train it on a lot of the current in-game dialogue (and other stuff you could write), some kind of profile and a way to translate the character stats into character traits. After a certain point you might be able to generate dialogue and just have it try to train itself on that.
Only real drawback is that receiving the generated text would take longer than having it be pre-baked.

it used to be way worse before they reduced hostility during being pushed down, but yeah, it still happens very often.
